Information of the Program first stage completing (1991-1998)

1.The Russian Museum Palaces' restoration and reconstruction

 

For the period from 1988 to 1998 the State Russian Museum has conducted the complex reconstruction, restoration and major repairs of 166 exposition halls including replacement of engineering nets and mounting of new equipment in the museum buildings with the total area 14 834,11 sq. m. The total sum expanded on the works is 1 115 500 000 rubles (in prices of 1999).

After the Stroganov Palace, Marble Palace and Michael's (Engineers') Castle were transferred to the Russian Museum, its total area was enlarged on 37 322 sq. m.

I. Mikhailovsky Palace, Rossi Wing, Benois Wing
area - 30 308 sq.m., volume - 260 718 sq. m.

From 1988 to 1998 there were conducted: the restoration of 85 exposition halls, entrance halls and parade vestibule with the total area 10 264,11 sq. m.; repairs of garret floor and rafter system; full replacement of the roof cover; reconstruction of all lanterns (except the Benois Wing) using glass pachages with rasters, ventilation of space between lanterns and halls' lighting; there were restored facades of the Mikhailovsky Palace and Rossi Wing with the total area 10 204,8 sq. m.; the facades' illumination was fulfilled; there were reconstructed halls at the museum entrance with the total area 1 880 sq. m.; there were restored rooms of the decorative and applied art fund and the fund of painting of the 19th - 20th century with the total area 1200 sq. m.; there were restored the central vestibule with staircase and painting plafond; the first stage of the parade cast-iron fence restoration was completed; for the first time was equipped the open sculpture fund (shockproof glass partitions, shelves, lighting equipment)

Total sum - 632 500 000 rubles (in prices of 1999)

II. Stroganov Palace
area - 5 434,2 sq.m., volume - 45 500 sq. m.

From 1988 to 1998 there were restored enfilades from 17 halls with the total area 1 138 sq. m., the Voronikhin's Vestibule and the Parade Staircase, there were restored marble sculptures in the yard, the heating system was replaced and autonomous gas boiler-room was mounted and put into operation.

Total sum - 122 500 000 rubles (in prices of 1999)

III. Marble Palace
area - 10 542 sq.m., volume - 95 137 sq. m.

From 1991 to 1998 there were restored 34 halls with the total area 1 730 sq. m., there was fulfilled the facades' illumination, there were restored oak tambour and parade vestibule of the palace, there were restored halls of the former church for drawings and engravings funds, there was restored the clock pavillion including recreating of belfry and clock mechanism, there were repaired service rooms, cold water-supply system and fire water-pipe were reconstructed and gas boiler-room was mounted.

Total sum - 165 500 000 rubles (in prices of 1999)

IV. Michael's (Engineers') Castle
area - 21 735,8 sq.m., volume - 214 022 sq. m.

From 1991 to 1998 there were restored enfilades from 34 parade halls with the total area 1 702 sq. m., there was restored church, there was conducted restoration repairs of the winding staircase, there was reconstructed the basement for photolaboratory, there were restored rooms of the cinema and photodocuments funds sector, the granite church porch was restored and bronze figures of Heracles and Flora near the castle's northern facade were cast and mounted, there were fitted two lifts for invalids and the gas boiler-room was set.

Total sum - 195 000 000 rubles (in prices of 1999)


Thus for the period from 1988 to 1998 the State Russian Museum has conducted the works on complex reconstruction, restoration and major repairs on the sum 1 115 500 000 rubles (in prices of 1999).

On the State Russian Museum centenary

The Ministry of Culture of the Russian Federation - to establish the special organizational committee for the jubilee preparations and to confirm the program of celebrations marking the centenary of the State Russian Museum. Fulfilled
The Committee of the Russian Federation on press - to render the assistance in publishing in 1995-1998 of the jubilee editions and the General Catalogue of the collections of the Russian Museum. Fulfilled by the museum without participation of the Russian Federation Press Committee. There have been published two volumes of the General Catalogue and 22 catalogues, 7 albums, 17 booklets, 4 big collection of articles, 1 reference book, 3 guide books, 1 calendar and series of small collection of articles, theses and methodical working out.
The Federal Service of Russia on television and broadcasting - to coordinate the activities of radio and television companies that will broadcast the main events dedicated to the celebration of the 100th anniversary of the State Russian Museum. Not fulfilled
The Ministry of Communications of the Russian Federation - to envisage in 1998 the printing of special postage stamps dedicated to the centenary of the State Russian Museum. Fulfilled
The Ministry of Economics of the Russian Federation and the Ministry of Finances of the Russian Federation - to envisage in the programme of social and economic development and in the project of the federal budget on 1996-2000 the allocation of the limits of the State centralized capital investments and the budget allocations for the projecting, reconstruction, restoration and technologocal equipment of the State Russian Museum complex including Mikhailovsky Palace, the Marble Palace, Stroganov Palace, the Rossi Wing, St. Michael's (Engeneers') Castle as well as Mikhailovsky Gardens and the other buildings and premises at the disposal of the Russian Museum. The Ministry of Foreign Affairs of the Russian Federation:
  • to inform the UNESCO Secretariate on the celebration programme marking the 100th anniversary of the State Russian Museum;
  • to ask for the UNESCO permission on conducting under its aegis of the International museum business conference within the limits of the jubilee celebrations programme to be held in Saint Petersburg;
  • to envisage the coordination of the government cultural external exchange programmes of 1995-1998 and other jubilee programmes dedicated to the centenary by the Ministry of Culture of the Russian Fedaration and to render all the necessary assistance facilitating their realization.

Ceremonial evening dedicated to the State Russian Museum centenary (including invitation of representatives of the most significant Russian and foreign museums and galleries) Ceremonial evening took lace on March 19 1998 in St. Petersburg M. P. Musorgsky Academic Opera and Ballet Theater.
International inter-museum conference dedicated to the State Russian Museum centenary International conference called "Russian Avant-garde: representation and interpretation problems" (on the base of "Museum in museum" materials' exhibition (Museum of Artistic Culture), 25-27 of May 1998, the Marble Palace. There were about 200 visitors from museums of Russia, USA, Ukraine, Belarus, Latvia; there have been read 25 papers.
Opening of the permanent exposition of the 20th century art Fulfilled.

Opening of the "Russian Sculpture of the 18th - 19th centuries" exposition in the Mikhailovsky Gardens. Prolongation (because of the lack of financing). There was worked out "The Mikhailovsky Gardens rebirth" section (see the "Rebirth" program).
Exhibitions' cycle called "Russian art in foreign museums, galleries and private collections". For the period from 1995 to 1998 the Russian museum has shown 33 exhibitions abroad and has taken part in 65 exhibitions.
Exhibitions' cycle called "Collections of museums of Russia in the Russian Museum". It was not fulfilled because of the lack of financing.
"History of the Russian Museum collection" exhibition Exhibitions in the "History of the Russian Museum collections" cycle:

Opening of the "Marble Palace" concert and lecture complex. It was not opened because of the lack of budget financing in 1996 - 1997. Repair and restoration works have been suspended.
Solemn opening of the gala suite of halls and the Winter Garden in the Marble Palace. The "Russian Portrait" exhibition. Parade suite of halls was opened for the "Ludwig Museum in the Russian Museum" exposition. Repair and restoration works in the Winter garden have been suspended because of the lack of financing. The Winter Garden is closed. The "Russian gala portrait" exposition was opened in the Michael's Castle.

Solemn opening of dress circle gala suite (Raphael gallery, Maria Fjodorovna throne-room, Paul I bedchamber) in the Michael's Castle.  It was not opened because of the lack of budget financing in 1996-1997. Restoration works on the suite were not begun.
Opening of the "Summer Garden Sculpture" permanent exposition in the Michael's castle halls. It was not fulfilled because of the lack of budget financing.
Theatrical parade in the Michael's Castle yard. In the Michael's Castle courtyard was held the feast called "Open Air Night". The Boris Eifman Ballet Theater performed fragment from "New Jerusalem" play and afterwards popular DJs presented the program of techno- and ethnomusic from all the continents called "Star Oracle".
Performance of "Paul I" play by D. S. Merezhkovsky in the Michael's Castle interiors. "Pavel I" performance on the base of the Dmitry Merezhkovsky play was shown in the Michael's Castle main courtyard in summer 1997 and in Maria Fjodorovna Throne-room in summer 1998. It was performed by the Pskovian theater "Karoussel".
Opening of the permanent exposition section called "Russian historical painting" in the Michael's Castle. It was not fulfilled as the halls were not ready.
Opening of the permanent exposition in the Stroganov Palace gala suite. It was not fulfilled becasue of the lack of financing.

Creation of TV serial of the State Russian Museum. TV serial of the State Russian Museum is under creation process.
Showing on TV movies of the State Russian Museum collection. It is in process. In the frames of "Petersburg Treasures" programs' cycle on "Petersburg" TV and radio channel.
Publishing of albums, guidebooks, monographs, collections connected with the museum collections and its history. Fulfilled 
Publishing of the fundamental catalogue of painting from the State Russian Museum collection (about 10 volumes). The Russian Museum plans (if financing will be available) to publish the full catalogue from 15 volumes.
Two volumes have seen light in 1998:  
  • painting of the first half of the 20th century (A - B)
  • painting of the 18th century


In 1999 there were prepared two volumes.

Completing the main works on building, reconstruction, restoration and major repairs of the State Russian Museum buildings:
1. Mikhailovsky Palace (reconstruction, restoration, technological equipment)
There have been restored 27 exposition halls with the total square 3147,7 sq. m. There have been reconstructed entrance group with the total square 1888 sq. m. The facades have been restored. System of facades' architectural lighting has been mounted.
2. The Rossi Wing (reconstruction, restoration, rechnological eqiopment) There have been restored 13 exposition halls with the total square 641,3 sq. m., there have been restored the decorative and applied art funds' rooms with the total square 705 sq. m. The facades have been restored. System of facades' architectural lighting has been mounted.
3. House No 2-b on the Griboedov Canal Embankment (accomodation, reconstruction) In present time we carry out the works on appearance of the Committee of City Property Registration decree and counting of financial documents
4. The Stroganov Palace (reconstruction, restoration, technological equipment) There have been restored 17 halls with the total area 1138 sq. m.
5. The Michael's (Engineers') Castle (reconstruction, restoration, technological equipment) There have been restored 34 halls with the total area 1702 sq. m. There was purchased equipment for the Lecture Hall for holding press conferences. There have been restored and equipped with up-to-date equipment rooms in the ground floor for photo laboratory. Mounting of two lifters for invalids.
6. The Marble Palace (reconstruction, restoration, technological equipment) There have been restored 34 halls with the total area 1730 sq. m. There was recreated clock-tower with belfry and bells. System of facades' architectural lighting has been mounted. There was laid fibre-optical cable for the Internet access.
7. House No 19 on the Nevsky Prospect (reconstruction, restoration) There was edited the Committee of City Property Registration order No 764 dated 23.07.97 concerning the building transferring to the Russian Museum operative management. In present time registration in the City Registration Bureau is in process.
8. Acquiring, montage and adjusting of automatic gas boiler-rooms for providing autonomous all year round heat regime for 4 palaces of the Russian Museum. In 1997-98 there was conducted the work on projecting, acquiring, mounting and adjustment of automatic gas boiler-rooms for the Russian Museum palaces, 
  • the Stroganov Palace - it is in operation
  • the Marble Palace - it was mounted, but because of the lack of funds according to fulfilled and submitted project gas of middle pressure was not brought.
  • the Engineers' Castle - construction and mounting works are in process.

  • to ensure the completion of reconstruction and restoration of the buildings comprising the State Russian Museum by 2003, to create the proper conditions for preservation and display of its collections;
  • to envisage in the project of the federal budget on 1998 the allocation of the additional sum of 5 billion rubles to the museum for the repair works of its buildings and the organization of amenities on the territories adjacent to the museum in view of the forthcoming jubilee.

To allot in 1997 ten billion rubles from the reserve fund of the President of the Russian Federation for the further growth of the collections of the State Russian Museum and to envisage the allocation of the stated sum of money to the museum in 1998. Fulfilled
